Home Energy Assistance Program (HEAP)

• Federally funded program, administered by the Ohio Department of Development, Office of Community Service, to help low income Ohio households meet the high costs of home heating.
• Income Guidelines: Customers who are eligible for HEAP will have gross (before tax) household income at or below 175 percent of the Federal Poverty Income Guidelines.

How to Apply

The HEAP application is the same as the Energy Assistance Program application. To obtain an application:

• Call HEAP toll-free at 1-800-282-0880; or
• Visit local utility offices, Area Agencies on Aging, County Departments of Job and Family Services, local libraries or local Community Action Agencies.

You will need to include the following information to complete the HEAP application.

• Proof of income for the past twelve months
• A copy of a recent utility bill
• A signature on the application
