Allegheny County Sanitary Authority's (ALCOSAN) Clean Water Assistance Fund

ALCOSAN’s Clean Water Assistance Fund provides help to qualified low-income sewage treatment residential customers in the municipalities served by ALCOSAN.  The program provides quarterly assistance in the form of a credit applied to your sewage treatment account.

Aqua Customer Assistance Program

The Aqua Customer Assistance Program (CAP) is a discount program designed to provide monthly financial assistance for residential water and/or wastewater customers.

Citizens Electric

Citizens Electric customers who are having difficulty paying their electric bills on time should call the company office to discuss payment arrangements for past due balances.

Clairton Municipal Authority

The Clairton Municipal Authority, has established an assistance program for customers who are in threat of termination or who have had their water service disconnected as a result of non-payment of their sewage bills.

Columbia Gas of Pennsylvania’s Assistance Programs

Columbia Gas of Pennsylvania has a variety of programs available to customers who are on a limited or fixed income and are in need of assistance with their utility bill, including CAP (Customer Assistance Program), Warm Choice, CARES (Customer Assistance and Referral Evaluation Service), and the Emergency Repair Fund. FirstEnergy provides a variety of programs for customers who are on a limited or fixed income and are in need of assistance with their utility bill, including payment assistance, weatherization programs, and CARES (Customer Assistance and Referral Evaluation Service). FirstEnergy customers who are eligible for the Pennsylvania Customer Assistance Program (PCAP) and/or a hardship grant may be able to complete portions of their application through our online MyApp portal.

Lehigh County Authority Hardship Program

The Lehigh County Authority Hardship Program, which is administered by Dollar Energy Fund, assists eligible utility customers with their water and sewer bills. Customers may be eligible to receive a grant that is applied directly to their bill.

National Fuel Gas Low-Income Residential Assistance Program (LIRA)

The National Fuel Gas Low-Income Residential Assistance Program (LIRA) is a discount program designed to provide utility assistance for residential gas customers.

Peoples Gas Company LLC

Peoples Gas Company LLC (formerly Peoples TWP) offers a variety of programs to customers who are on a limited or fixed income and are in need of assistance with their utility bill, including CAP (Customer Assistance Program), Warm Choice, CARES (Customer Assistance and Referral Evaluation Service), and LIURP (Low Income Usage Reduction Program). Pittsburgh Water and Sewer Authority Hardship Program

Pittsburgh Water and Sewer Authority’s Hardship Program provides assistance grants that are applied directly to a limited-income household’s water bill. Eligible applicants can receive a grant once every 12 months. Funding is available on a first come, first serve basis.

Dollar Energy Fund’s Pennsylvania Hardship Program provides one-time assistance grants to Duquesne Light customers that are applied directly to their utility bill. Funding is available on a first come, first serve basis and eligibility requirements vary based on the utility company.

Hardship Program - FirstEnergy

Dollar Energy Fund’s Pennsylvania Hardship Program provides one-time assistance grants to FirstEnergy customers that are applied directly to their utility bill. Funding is available on a first come, first serve basis and eligibility requirements vary based on the utility company.

Customers of FirstEnergy who are eligible for assistance may be able to complete portions of their application through Dollar Energy Fund’s online MyApp portal.

Hardship Program - PA American Water

Dollar Energy Fund’s Pennsylvania Hardship Program provides one-time assistance grants to Valley Energy customers that are applied directly to their utility bill. Funding is available on a first come, first serve basis and eligibility requirements vary based on the utility company.

Hardship Program - Wellsboro Electric

Dollar Energy Fund’s Pennsylvania Hardship Program provides one-time assistance grants to Wellsboro Electric customers that are applied directly to their utility bill. Funding is available on a first come, first serve basis and eligibility requirements vary based on the utility company.

Low Income Home Energy Assistance Program (LIHEAP)

LIHEAP is a federal program that provides financial benefits to low-income households for home energy bills. In Pennsylvania, the program is administered by the Department of Public Welfare (DPW). Available assistance includes cash benefits, which help low-income customers pay for their home energy costs, and crisis payments, which address emergency home energy situations. Your household income must be within certain limits to qualify.

Pennsylvania American Water’s H20 – Help to Others Program

The H20 Help to Others Program provides assistance options for qualifying low-income customers who are struggling to afford their water service or wastewater service. Assistance may include a grant, a discount on the monthly water service fee, water-saving devices and education, or a wastewater service charge reduction.

West View Water Authority Hardship Program

The West View Water Authority Hardship Program assists eligible utility customers with their West View Water Authority bills.
