SWEPCO has programs available to customers who are on a limited or fixed income and are in need of assistance with their utility bill, including the payment extension plans and conservation programs. Please contact your utility directly to receive more information about the programs for which you may be eligible.

AEP SWEPCO’s Neighbor to Neighbor Program
The Neighbor to Neighbor Program, administered by Dollar Energy Fund, provides eligible customers with a utility assistance grant applied directly to their SWEPCO electric bill. This grant helps limited-income customers maintain or restore their basic electric service.
Comprehensive Energy Assistance Program (CEAP)
CEAP is a federal program that provides financial benefits to low-income households for home energy bills. In Texas, the program is administered by the Department of Housing & Community Affairs. Available assistance includes cash benefits, which help low-income customers pay for their home energy costs, and crisis payments, which address emergency home energy situations. Your household income must be within certain limits to qualify.
