Ohio Home Energy Assistance Program (HEAP)

The Home Energy Assistance Program (HEAP) is a federally-funded program available to help eligible customers in Ohio with their heat bills. The program is administered by the Ohio Department of Development, Office of Community Service. Eligible customers must apply for HEAP funding prior to applying for a grant from AEP Ohio’s Neighbor to Neighbor Program.

Eligibility Requirements

To be eligible for HEAP, customers must have a gross (before tax) income at or below 175 percent of the Federal Poverty Income Guidelines.

How To Apply

HEAP applications can be obtained by visiting the Ohio Development Services Agency website. Click here for more information.

The HEAP application is the same as the Energy Assistance Program application.

You will need the following information to complete the application:

  • A list of all household members and proof of income for the last 90 days for each member (12 months preferred)
  • Proof of citizenship or legal residency for all household members
  • A copy of most recent utility bills
  • A signature on the application
