The Neighbor to Neighbor Program, which is a Hardship Program administered by Dollar Energy Fund, assists eligible utility customers in Louisiana with their SWEPCO electric bills. Customers may be eligible to receive a grant that’s applied directly to their utility bill. Our program is a fund of last resort because it goes above and beyond what is available through federal, state and other programs. Program guidelines and eligibility requirements are subject to change.
Open from October 1, 2025, through September 30, 2026, for services that are off or in threat of termination.
Grants are dispersed on a first come, first serve basis to eligible applicants while funding is available.
Applicants must have paid at least $100 on their SWEPCO account in the three months prior to applying for a grant.
Senior Citizens, age 62 and over, must have paid $75 on their accounts in the three months prior to applying for a grant.
Pledges made on an applicant’s behalf and other grants cannot be counted toward the sincere effort of payment. Exceptions may be made in cases of extreme hardships.
Applicants must have an outstanding balance on their SWEPCO bill of at least $50.
The maximum grant amount an applicant may receive is $200.
Applicants can only receive one grant per utility, per program year. (10/1/2025 – 9/30/2026)
Grant awards are based on need and each family’s circumstances are different. Grant amounts are determined on a case-to-case basis.
If a customer’s utility service is off or in threat of termination when they apply and the maximum grant amount will not restore service or stop termination, the application will be denied. The amount needed to restore service or stop a termination is determined by utility review. Notification will be sent to the customer advising them that their application was denied and that an additional payment is required in order to be considered for assistance.

The OPPD Customer Assistance Program (CAP) is a program designed to provide financial assistance in the form of a monthly bill credit for households within the 13-county OPPD service area. The program will reduce a customer’s electric burden to a more affordable level as long as the customer makes on-time payment. Program guidelines and eligibility requirements are subject to change.
Applicant must be an OPPD customer and current on their bill.
Customer must pay their bill monthly to participate in the program.
Customer must recertify eligibility for the program annually.
Any change in household size or income must be reported within 10 business days.
Total gross household income must be at or below 100% of the Federal Poverty Income Guidelines.

This program is designed to provide assistance above and beyond what is available through federal, state and other programs. Program guidelines and eligibility requirements are subject to change.
The calendar year of the program runs from October 1st through September 30th.

The Percentage of Income Payment Plan (PIPP) provides a payment arrangement for your utility bills based on a percentage of your household income. This program is available to customers of regulated gas and electric companies in Ohio.
Once you are enrolled in the program, you must pay your installment every month in full and on time.
To be eligible for PIPP, customers must have a gross (before tax) income at or below 175 percent of the Federal Poverty Income Guidelines.

The Home Energy Assistance Program (HEAP) is a federally-funded program available to help eligible customers in Ohio with their heat bills. The program is administered by the Ohio Department of Development, Office of Community Service. Eligible customers must apply for HEAP funding prior to applying for a grant from AEP Ohio’s Neighbor to Neighbor Program.
To be eligible for HEAP, customers must have a gross (before tax) income at or below 175 percent of the Federal Poverty Income Guidelines.

The AEP Ohio Neighbor to Neighbor Program lends a hand to those who are experiencing financial hardships and need help to get back on their feet. Administered by Dollar Energy Fund, the program provides eligible customers with a utility assistance grant applied directly to their AEP Ohio bill. This grant helps limited-income customers maintain or restore their basic electric service. Program guidelines and eligibility requirements are subject to change.
Open from November 1, 2025, through March 31, 2026, for services that are off or in threat of termination.

Dollar Energy Fund’s Pennsylvania Hardship Program provides one-time assistance grants that are applied directly to a limited-income household’s utility bill. Funding is available on a first come, first serve basis and eligibility requirements vary based on the utility company. Customers of FirstEnergy with a total household income of 150% or below the Federal Poverty Income Guidelines must inquire about FirstEnergy’s PCAP program before applying for a grant.
The Low Income Home Energy Assistance Program (LIHEAP) is a federally-funded program available to help eligible customers in Pennsylvania with their heat bills. When the program is open, eligible customers must apply for LIHEAP funding prior to applying for a grant from Dollar Energy Fund.
To be eligible for LIHEAP, customers must have a gross (before tax) income at or below 150 percent of the Federal Poverty Income Guidelines.

The Energy Assistance Program (EA) is a federally-funded program available to help eligible customers in Virginia with their heat bills. The program is administered by the Department of Social Services. When the program is open, eligible customers must apply for EA funding prior to applying for a grant from Dollar Energy Fund’s Virginia Utility Assistance Program.
Customers who are eligible for the EA Program will have a household income at or below 150% of the Federal Poverty Income Guidelines.
