Chương trình Hỗ trợ Khách hàng & Cứu trợ Dịch vụ Thiết yếu (CARES) của Cơ quan Quản lý Nước vùng Duyên hải Marina (MCWD), do Quỹ Dollar Energy Fund điều hành, hỗ trợ các khách hàng sử dụng dịch vụ tiện ích đủ điều kiện bằng cách cung cấp một khoản tài trợ hàng năm được trừ trực tiếp vào hóa đơn và phân bổ dưới dạng tiền tích lũy hàng tháng. MCWD cam kết hỗ trợ cộng đồng thông qua việc cung cấp hỗ trợ tài chính cho các khách hàng có thu nhập hạn chế. Sứ mệnh của MCWD được xây dựng dựa trên sự tôn trọng, thấu cảm và tinh thần phụng sự. MCWD luôn nỗ lực hỗ trợ kịp thời cho các hộ gia đình đang gặp khó khăn về tài chính, nhằm đảm bảo nguồn nước an toàn và ổn định cho mỗi hộ dân. Chương trình MCWD CARES diễn ra từ ngày 1 tháng 7 đến hết ngày 30 tháng 6 năm sau, tạo điệu kiện cho khách hàng có cơ hội đăng ký tham gia vào hai đợt: Từ tháng 5 đến tháng 7 và từ tháng 11 đến tháng 12.
Để đăng ký tham gia chương trình CARES của MCWD, khách hàng phải đang sử dụng dịch vụ hoạt động tại MCWD và không có khoản nợ hóa đơn quá hạn (trên 30 ngày).
Các khoản trợ cấp được phân bổ theo nguyên tắc ưu tiên hồ sơ nộp trước giải quyết trước cho đến khi hết ngân sách.
Khách hàng chỉ được nhận tối đa một khoản trợ cấp có hiệu lực trong suốt năm diễn ra chương trình. Khách hàng phải xin lại trợ cấp mỗi năm trong đợt đăng ký mở rộng để tiếp tục nhận hỗ trợ.
Trường hợp dịch vụ tiện ích của khách hàng đã bị ngắt hoặc đang có nguy cơ bị chấm dứt tại thời điểm nộp đơn xin, và mức tài trợ tối đa không đủ để khôi phục dịch vụ hoặc ngăn chặn việc chấm dứt dịch vụ thì hồ sơ xin trợ cấp sẽ bị từ chối. Số tiền cần thiết để khôi phục dịch vụ hoặc ngăn chặn việc chấm dứt hợp đồng sẽ do cơ quan quản lý dịch vụ tiện ích xem xét và quyết định. Khách hàng sẽ nhận được thông báo cho biết hồ sơ đăng ký của họ đã bị từ chối, và họ cần phải nộp thêm một khoản thanh toán bổ sung để đủ điều kiện tham gia chương trình.
Tên trên tài khoản phải là tên của một người trưởng thành hiện đang cư trú tại ngôi nhà đó.

West Virginia American Water customers who have a total household income of $30,120 or less, regardless of the number of people in the household, may be eligible for a reduced monthly rate on their water and/or wastewater bills.
The West Virginia Hope Gas Low-Income Discount Program is a discount program designed to provide monthly financial assistance for residential gas customers. Program guidelines and eligibility requirements are subject to change.
Eligible applicants receive a 25% discount on their total current monthly charges. You’ll see the discount reflected on your bill within 1-2 billing cycles after enrollment. In addition, you may be eligible for arrearage assistance.
Applicant must be a residential gas customer of Hope Gas.
Service must be active; terminated accounts are ineligible.
Once enrolled, customers will be required to recertify their household member and income information on an annual basis to remain enrolled in the program.
Total gross household income must be at or below 200% of the Federal Poverty Income Guidelines. California American Water’s Hardship Program provides one-time assistance grants to customers that are applied directly to their utility bill. Program guidelines and eligibility requirements are subject to change.
Open from November 3, 2025, through September 30, 2026, for services that are off or in threat of termination.
Grants are dispersed on a first come, first serve basis to eligible applicants while funding is available.
Applicants must have an outstanding balance on their utility bill of at least $100.
The maximum grant amount an applicant may receive is $750.
Applicants can only receive one grant per utility, per program year. (10/1/2025 – 9/30/2026)
Grant awards are based on need and each family’s circumstances are different. Grant amounts are determined on a case-to-case basis.
If a customer’s utility service is off or in threat of termination when they apply and the maximum grant amount will not restore service or stop termination, the application will be denied. The amount needed to restore service or stop a termination is determined by utility review. Notification will be sent to the customer advising them that their application was denied and that an additional payment is required in order to be considered for assistance.

Customers who are experiencing a leak may be eligible for assistance regardless of service status. To qualify for leak repair assistance, you must be enrolled in CAP. If you are already enrolled in CAP, you can apply for the Leak Repair Program by calling the Aqua Assistance team at 412-208-6818 to begin the enrollment process. You may also qualify for a grant to assist with a high balance as a result of the leak.

The maximum grant amount an applicant may receive is $500.
